Cabbage- ah yes! I first heard that back in the 80s [pre internet, no idea where from] as being one of the perks of being a dressmaker [when fabrics are supplied] as an incentive to be economical in cutting! Additional garments would be made without personal cost apparently. Also used in businesses I suppose in much greater quantity, where extra garments are squeezed out of calculated yardage for re-sale at extra profit to the maker
